Zhanjiang government information publicity work report for 2012

Overview

Zhanjiang focused on deepening publicity content in 2012, strengthened leadership and team building, improved work mechanisms, broadened public channels, consolidated fundamental work, and made new progress in government information disclosure.

First, the government integrated information disclosure with democratic decision-making and sought public opinions on major social problems and government projects concerning public interests through public hearing, expert consultation sessions, and publications and Internet. Second, it combined information disclosure with corruption prevention. It disclosed hot and difficult issues that grabbed the public’s attention, concerned public interests, and were most likely to give rise to conflicts and corruption. It clarified measures and responsibilities to safeguard legitimate interests of the public. Third, it integrated government information publicity with construction of a service-oriented government and comprehensively pushed forward online government service functions building a thorough administrative approval reform system.

Voluntary information disclosure by the government

I. Scope of voluntary information disclosure

Important matters, hot issues and difficulties facing the public are disclosed to the public as long as they don't involve Party and State secrets. Priority are given to information on office powers or authority, as well as financial and personnel management.

II. Progress in voluntary information disclosure

a. Zhanjiang's government website released 16,384 pieces of government information, including 58 on government functions and 732 on documents of the municipal government and its departments.

b. The government affairs public bulletin issued 26 pieces of government information throughout the year, and the Zhanjiang Government Gazette released 22 government documents.

c. The Zhanjiang Daily, Zhanjiang Evening News, and Zhanjiang radio and TV stations have issued 1,941 pieces of government news, including 22 on government executive meetings and 1,919 on government official activities.

Government information application, treatment and consultation

A total of 737 applications for government information were replied in 2012, including 406 from online and 331 from other channels. The government offered government information consultations to 23,169 people.

Government information publicity costs

Applications for government information were covered by the administration budget in 2012, and applicants didn't have to cover relevant costs.

Government information publicity administrative review and litigation

There was one administrative review and no administrative litigation in application for government information in 2012.

Public complaint treatment

No complaint was received from the public on the government information publicity work of the government’s subordinate administrative agencies.

Problems and solutions in government information publicity work

Although Zhanjiang has made some achievements in government information publicity work, there are problems. The disclosed information should be more thorough and public services can be further improved.

In 2013, Zhanjiang will enhance government information publicity work in the following aspects:

First, the government will focus on institutional construction, take care of professional training and evaluation work, and strengthen personnel, financial and goods supply input to improve government information publicity work.

Second, the government will find weak points and seek improvement. It will resolve instability in initial information disclosure work at some units and redress perfunctory and lagging publicity to ensure overall improvement in local government information publicity work.

Third, the government will earnestly meet requirements on government information disclosure by the State Council and the provincial government, push forward information disclosure in key areas, continue to improve disclosed information content, and safeguard the public’s right to know, participate and supervise.
